# Method:
01 - Sprinkle shrimp evenly with salt and black pepper.
02 - Heat 2 tablespoons butter and olive oil in a large skillet over medium heat.
03 - Add minced garlic and cook for 1 minute, stirring frequently, until fragrant without browning.
04 - Arrange shrimp in a single layer and cook 2 to 3 minutes per side until pink and opaque.
05 - Stir in crushed red pepper flakes if using, lemon zest, and lemon juice. Add remaining 1 tablespoon butter and swirl until melted.
06 - Take skillet off the stove to prevent overcooking.
07 - Divide cooked rice evenly among four serving bowls.
08 - Place garlic butter shrimp atop rice and spoon sauce over.
