# Method:
01 - In a medium bowl, whisk together the sour cream and mayonnaise until smooth and well combined.
02 - Add the lemon juice, garlic powder, onion powder, dried dill, black pepper, and salt; stir thoroughly to combine.
03 - Fold in the chopped parsley and 1 tablespoon of chives; mix until evenly distributed.
04 - Taste and adjust seasoning as needed for balance.
05 - Transfer mixture to a serving bowl and garnish generously with additional diced chives on top.
06 - Serve immediately with fresh vegetables, or cover and refrigerate for 1–2 hours to allow flavors to meld.
